Southern honoring former NBA Player, Coach Avery Johnson

Southern University will commemorate the outstanding playing career of SU basketball alum and NBA head coach Avery Johnson in a court naming ceremony Feb. 2 in the F.G. Clark Activity Center.

The ceremony will take place during halftime of the men's basketball game against Grambling. Tipoff for the women's game is slated for 2 p.m., immediately followed by the men. The game will be televised live on Cox Sports Television (Ch-37, HD Ch-1037).

"Alumni contributions separate great programs from good ones, and allow great programs to stay on top," said Dr. William Broussard, SU athletics director.

"The accelerated restoration of SU Men's Basketball in the past two years is due, in no small part, to alumni contributions--big and small--and none have been more significant thus far than Coach Johnson's."

Southern has also deemed Grambling game on Feb. 2 as "Alumni Night" and encourages alumni from both Southern and Grambling to attend. Tickets are available at the SU ticket office and are $7 for general admission.

Mayor hopeful summit can ease racial woes

The mayor of a south Queensland city where there have been clashes between Aboriginal and Pacific Island groups hopes a two-day forum next month will ease tensions.

Police have descended on the Logan suburb of Woodridge after four nights of confrontations between an Aboriginal family and a Pacific Islander family, and their supporters.

Douglas St, where the worst confrontations have occurred, was relatively quiet on Tuesday night, as police kept a presence.

Politicians are now turning their minds to solving some of the underlying issues they believe are contributing to social unrest in the multicultural community.

Logan Mayor Pam Parker has high hopes for a two-day safety summit she will convene next month, involving community leaders and representatives from the state and federal governments.

She says there are big issues for some residents of Logan, including access to employment and training.

"We have extremely high unemployment in Woodridge and it's been inter-generational," Ms Parker said.

"That's something we'd want to be looking at."

Ms Parker met on Tuesday with Queensland Police Minister Jack Dempsey, who promised an increased police presence until the confrontations stopped.

Meanwhile, the Aboriginal family involved in the dispute has told The Courier-Mail they will move out of Douglas St.

Tim Briggs said he'd lived in the Douglas St home with his wife and four children for six years, but now he wanted out.

"It's for the safety of my family, my children. We just want people to calm down now, to stop," he said.

Mr Briggs said he spoke by phone on Tuesday with the other family involved in the tensions, the Palau family, who live a few hundred metres down the street.

A group of Aboriginal women were also welcomed into the Palau home for peace talks, the newspaper reported.

The paper said members of the two families had detailed the event that had sparked days of unrest - an argument at a set of traffic lights between separate cars of Aboriginal and Pacific Island men on Saturday night.

A confrontation followed at a local supermarket and then at Douglas St, where a car owned by a member of the Palau family was damaged.

A group of Islander men retaliated by smashing in the windows of three cars at the home of the Aboriginal family.

Rocks were also hurled through the windows and walls of the house as its residents hid in a barricaded back room.

A resident opposed to moves to give Bath Rugby a greater share of the Recreation Ground has applied for the site to be made an official town green.

But the application by retired NHS IT manager Jack Sparrow has been dismissed as a ?stalling tactic? by the politician at the heart of the process of sorting out the Rec?s future.

Mr Sparrow, from Bathwick, has lodged an application under the 2006 Commons Act to have the whole of the Rec, including the city?s leisure centre, designated as a town green.

Such a status would make it more difficult for new development to take place there, and similar applications were used in an effort to stop the Bus Rapid Transit scheme in Newbridge.

Anyone wanting to apply for such a designation has to prove that there has been use of the land for recreation over a long period of time.

Mr Sparrow?s submission says the land had been used - and continues to be used - ?as of right by the inhabitants of the city of Bath for at least 20 years for lawful sports and pastimes.?

He also points to the 1956 covenant governing the Rec, drawn up when the land was given to the old city council.

The Rec?s delicate charitable status has held up Bath Rugby?s plans to develop a larger arena for more than a decade.

The Charity Commission last month launched a consultation into plans to allow the club to have a bigger area on the Rec, in return for its former training ground at Lambridge passing into public ownership.

Around 2,000 people took part in that exercise, and the commission is currently deciding whether to allow the shake-up to progress.

Mr Sparrow, who has lived in Bath since 1983, said the solution currently being looked at was ?a disaster?.

?I would like to see the Rec returned to open space. I don?t mind amateur rugby being played there, but Bath Rugby are abusing the situation. They have outgrown the Rec.?

He said the rugby club?s current main lease allowed for a ?ridiculously low? rent, and that a proper lease payment should be being paid with regard to the leisure centre.

The chairman of the Bath Recreation Ground Trust, Councillor David Dixon, who has been working with the commission, B&NES Council, residents and the club to square the circle for the future, said: "This is merely a stalling tactic, an application which in my view fails on many accounts as a town village green, not least there is a leisure centre in existence and people, are not free to access the land, as all sports and activities are to be booked and paid for through the trust.

?Mr Sparrow and his colleagues simply do not want the trust to resolve the outstanding issues, do not want more land brought under the trust's management in order for it to meet it objectives of making space available of sports, recreation and events.

?How much longer they want the issues the trust face to go unresolved, who knows? This is now in its 11th year and this is the year to resolve issues one way or another."

The trust will be objecting to the application, saying that designation would limit its ability to manage its land in a way that fulfils its objectives. The trust said the land it would gain at Lambridge would be more than double the new footprint of the club at the Rec.

?The new arrangements will provide a substantially improved and secure income stream for the trust. This will allow it to invest in facilities, improve maintenance standards and promote the development of sport and recreation. The trust believes that its proposal is in the best interests of the beneficiaries and is the right way forward for the Rec.?

[Tutorial] How To Jailbreak Microsoft Surface & Other Windows RT Tablet

In order to perform this jailbreak you need to run .BAT file and then follow on-screen instructions. After few mouse clicks you will jailbreak Microsoft Surface.

Because Windows RT will not allow execution of third-party .EXE files due to its ARM architecture and restrictions which are made by Microsoft, this jailbreak will rely on .BAT file. In order to perform this jailbreak you will have to run .BAT file and then simply follow on-screen instructions. After few mouse clicks you should jailbreak your Microsoft Surface. Step 1: First download this file and then unpack it in new folder on your Microsoft Surface.

You?ve got to hand it to The Walkmen ? truly they are men of their word. When they announced back in November that they would atone for their cancelled Electric Factory show with a new date at Union Transfer in January ? and a pre-concert spaghetti dinner for their Philly fans ? it seemed like a farce. But there we were, waiting in line while the perpetually suit-and-tie clad rockers and their friends served up dinner.

Some hundred and fifty people turned out for the pre-concert meal (we?ll have a review of the concert itself tomorrow) and, to their credit, The Walkmen did an admirable job recreating the Italian restaurant vibe of Union Transfer?s previous Spaghetti Warehouse incarnation. Frank Sinatra?s ?New York, New York? was piping through the speakers upon arrival at 5. Later, the playlist moved on to Dean Martin: ?Mambo Italiano,? ?Sway? and ?That?s Amore.?

While the Facebook announcement back in the fall said the meal would be prepared by the band itself, it appeared the food was actually catered from La Scala?s Pronto at 15th and Spring Garden. No bother ? the spaghetti was thick and tender, the meatballs juicy and mouth-watering. The sauce may have been thin, but hearty garlic bread made quick work of its watery remains. Caeser Salad was a pleasant side, with zesty Parmesan shavings. Short of a garden salad, the options for vegan attendees was scant, but everybody seemed happy to just hang and mingle with the band and other Philly musicians ? opener Alec Ounsworth of Clap Your Hands Say Yeah, Quentin Stoltzfus and Mickey Walker of Mazarin and Light Heat.

Some stood and ate their meals, others balanced their plates along the railing of Union Transfer, others still grabbed tables in the venue?s lobby. The folks from Victory Brewing were on hand to serve up Headwaters Pale Ale ? the mildly hoppy, flavorful drink made a nice accompaniment to the meal ? and Walkmen frontman Hamilton Leithauser and guitarist Walter Martin toasted each guest at the end of the line with the whiskey of their choice ? Maker?s Mark or The Famous Grouse.

Following the meal and mingling, the band took to the stage for the soundcheck, which featured a variety of lively rock and roll covers. Their opening rendition of Bill Conti?s Rocky theme was spectacular ? their four-piece horn section made it come alive in way I haven?t seen since Belle and Sebastian played it at The Tower Theater back in 2003. The crowd called out requests; Leithauser protested that he didn?t want to sing ?Blister in the Sun,? but it was too late, since the band had already started playing. They got nuggets-y on Larry Williams? ?Bony Maronie,? had a blast with Bob Seger?s ?Night Moves,? and brought trumpeter Paul Brandenberger to the mic for a rousing take on The Rolling Stones? ?Brown Sugar.?

The only disappointment? Despite their claims that they would play ?half-assed versions? of Coldplay?s ?Fix You? and ?The Scientist,? they declined to play either (despite my cries of ?We were promised Coldplay!?). Instead, they stuck to songs they could rock with their whole ass ? which, all things considered, was fine by me ? and even brought one of their kids (suit-clad, natch) to the stage for a noise-rocker original to close out the party.

America?s First Gay Mayor

Almost 30 years ago, Ohio transplant and art gallery owner Richard Heyman won a bitter race against a native son to become mayor of Key West, then a crumbling Navy town trying to reinvent itself as an island paradise for tourists.

Heyman?s victory made international news. He was America?s first openly gay mayor.

?Now, it?s so what?? said writer June Keith, who was Heyman?s secretary. ?But believe me, back then it was huge.?

Emmy-award winning director John Mikytuck tackles the story of Heyman ? the fascinating, complex and forgotten gay icon who died of AIDS-related pneumonia ? in his documentary, The Newcomer. It premieres on broadcast TV at 9 p.m. Monday on WPBT2.

?It?s a timeless tale,? Mikytuck said during a phone interview from his home in Lambertville, N.J. ?And AIDS is still an issue, too.?

The project was quite the undertaking for Mikytuck, a self-taught cameraman and video editor who went to graduate journalism school at Columbia University to hone his story-telling skills.

Mikytuck, who won an Emmy in 2008 for his web TV show Reporting AIDS, did not set out to do a documentary on Heyman. He had planned to tell the story of how the deadly disease affected Key West through his own experience of working for the nonprofit organization AIDS Help while living on the island from 2001-2006.

But while researching, Mikytuck said, he found Heyman?s life more compelling and representative of the 1980s, a decade when the gay community was making political progress following the national Anita Bryant-led anti-homosexual crusade ? only to be slammed again with a mysterious, scary disease that was disproportionately killing gay men at an alarming rate.

A first version of the documentary was shown three years ago at gay film festivals in Alabama and Miami. It also ran for a week at the Tropic Cinema in Key West and was shown once at Cornell University, Mikytuck?s alma mater. He reworked the film for its broadcast premiere.

The documentary portrays the six-foot-four Heyman as a charming, savvy, well-dressed and successful businessman who had been valedictorian of his high school class, went to Ohio State University on basketball and scholastic scholarships, served in the U.S. Army and opened a chain of hair salons named Sir Richards.

After moving to Key West in 1973, he opened Gingerbread Square Gallery on Duval Street. The gay community?s businessmen were revitalizing Key West, and members of its Business Guild saw Heyman as the gregarious person who could lead their efforts in mainstream politics. Heyman was talked into running for public office during a party with cute, thong-wearing servers and plenty of alcohol, his campaign manager Peter Ilchuk said in the documentary.

In 1979, Heyman was elected city commissioner. In 1983, he made history with his mayoral triumph.

A week before his death in 1994, Heyman told The Miami Herald: "I didn?t run as a gay man; I ran as a man who felt he could do things to change our city.?

Friends say Heyman never liked the label ?gay mayor.? They say he ran to be the leader of all Key West?s residents, with a mission to build a sewer treatment plant, revise the antiquated city charter to better manage development, provide opportunity and pay equality and grow the fledgling tourism industry.

Stocks open lower; S&P 500 eases below 5-year high

NEW YORK (AP) ? Stocks are opening slightly lower on Wall Street, pulling the Standard & Poor's 500 index below a five-year high it reached the day before.

The Dow Jones industrial average was down 17 points at 13,453 shortly after the opening bell Friday.

The S&P 500 index was down a point at 1,471. The Nasdaq composite index was down less than a point at 3,121.

Wells Fargo fell 2 percent after the bank reported that mortgage lending slowed from the third quarter, even as its revenue and per-share income beat Wall Street's estimates. Wells Fargo is the first major lender to report fourth-quarter earnings.

Best Buy rose 9 percent. The struggling electronics retailer reported that its online revenue rose during the holiday season and U.S. sales were better than in recent quarters.

The other type known as the registered trademarks are those registered with the government of a respective country. In UK, the first registered trademark was used by Bass Brewery. In US, a rope making company by name Samson had the first trademark in 1884 which is in use by that company even today.

Proprietary Rights

Trademark can be considered as a property as per the law and one can acquire proprietary rights to it either by using it in the market place or by registering it with the trademarks office. However, the trademarks in use are not protected under all jurisdictions and also the owners of them cannot make proceedings against those involved in trademark infringement. Often in these kinds of disputes, the verdict will be in the favor of those who filed the complaint first instead of those who started using it first. However in some countries like Germany, protection is available to the unregistered trademarks to certain extent only when the products and services are quite known in the market or occupies a significant market share of more than 40 percent.

Registration

Registering a required trademark involves various steps the first of which is applying for it. The application is then placed for scrutiny by the examination attorney only in the order in which the applications are received. The application is then checked for the fulfillment of requirements and also the required trademark is checked if it similar to the already existing trademarks in any manner. Then the application will be published welcoming any opposition from the third parties affected by it. The Trademark Trail and Appeal Board will decide if the case filed by the opposition is valid or not. In case no such opposition arises within the time period allowed for it, the applicant will get the required trademark registered.

Even before forwarding the application, the individual or the organization can search if the required trademark is already registered by anyone from the database of registered trademarks maintained by the concerned authority which is USPTO in case of the US. Often it is advised to go to take the assistance of licensed attorney while searching for the trademarks that are already registered. In many jurisdictions, the proprietary rights associated with the trademark expire if it is not used for a long period of five years.

KANSAS CITY, Mo. ? A woman and three pets are dead after a house fire Tuesday evening in Kansas City, Mo.

The blaze broke out in the 4000 block of NE 51st Terr., just west of Interstate 35 and Northeast Vivion Road, just after 8:30 p.m.

According to officials, a man drove by and saw the home on fire and ran to help. He was overcome by smoke when he tried kicking in a door and passed out in the yard.

He?s expected to be OK.

A woman, who was 40 years old, was found inside. Fire officials say she was unconscious when they found her.

She was taken to the hospital where she later died.

Officials believe the woman inside was the homeowner.

Firefighters also say the home had smoke detectors, but none of them had any batteries. The fire department plans to canvass the neighborhood later this week to make sure neighbors? detectors are ready for an emergency.

Google's Schmidt urges Internet openness in North Korea

BEIJING -- Google (GOOG) Executive Chairman Eric Schmidt said Thursday it's up to North Korea to shed its self-imposed isolation and allow its citizens to use the Internet and connect with the outside world, or risk remaining way behind other countries.

Schmidt was returning from a private trip to North Korea with former New Mexico Gov. Bill Richardson that was not sanctioned by the U.S. government and has been criticized for appearing to boost Pyongyang's profile after its widely condemned rocket launch put a satellite into space last month.

"As the world is becoming increasingly connected," Schmidt said, "their decision to be virtually isolated is very much going to affect their physical world, their economic growth and so forth. It will make it harder for them to catch up economically. We made that alternative very, very clear."

The nine-member delegation, which also included Jared Cohen, director of the company's Google Ideas think tank, was greeted at the Beijing airport by a throng of reporters at the end of their four-day trip.

"The government has to do something," Schmidt said. "It has to make it possible for the people to use the Internet. It is their choice now. It's in my view time for them to start,

or else they will remain behind."

During the trip, Richardson said they also urged Pyongyang to halt all missile and nuclear tests, which have incurred U.N. sanctions, and sought fair treatment for an American who has been detained in North Korea.

Schmidt, CEO of the U.S.-based Internet giant until 2011, has been a vocal proponent of Internet freedom and openness around the world. He and Cohen are publishing a book in April about the power of global connectivity in transforming people's lives, policies and politics.

Cohen doesn't typically accompany Schmidt on Google-sanctioned trips, so his inclusion in the delegation may be a sign that the two men may have mainly been interested in gathering material for their book.

In Pyongyang, Schmidt's group visited a university computer lab and met with students and North Korean officials. They toured the frigid brick building in central Pyongyang that is the heart of North Korea's own computer industry, where Schmidt asked pointed questions about a new homegrown tablet computer as well as its Red Star operating system. He briefly donned a pair of 3-D goggles during the tour of the Korea Computer Center.

Many experts see the country as one of the least connected in the world, where few people have any access to computers, and even those who do are typically able to connect only to a domestic intranet that does not connect with the World Wide Web.

Global broadband Internet is available in North Korea, as well as a 3G mobile network that can't currently connect to the Internet. But few have unrestricted access, though "it would be very easy for them to turn that on," Schmidt said.

The State Department has criticized the trip as "unhelpful" at a time when the U.S. is rallying support for additional U.N. Security Council action against Pyongyang. Schmidt advised President Barack Obama during his 2008 campaign and was once considered a potential candidate for a Cabinet-level appointment, though he has repeatedly said that he has no plans to leave Google for a government job.

Conservative U.S. politicians have slammed the Schmidt-Richardson trip, saying it handed North Korea an opportunity to boost its stature internationally and legitimize its repressive government among its people.

Koreas expert Scott Snyder said he expected Pyongyang's propaganda machine to capitalize on the visit.

"It would not be surprising if next week the North Koreans were to air a prime time feature on the Google chairman's trip, with lots of pictures of the delegation visiting premier North Korean facilities and other attractions," said Snyder, a senior fellow for Korea studies at the New York-based think tank Council on Foreign Relations.

Richardson said the message about expanding the use of technology in North Korea was very "well received."

He said the delegation strongly urged the government "to proceed with a moratorium on ballistic missiles and a possible nuclear test" and that they had "very frank discussions" with North Korean officials about the current tensions on the Korean Peninsula.

Richardson said the North Koreans were encouraged by recent statements by the new South Korean leader, President-elect Park Geun-hye, who has said she will make efforts in her five-year term to boost aid and engage with the North.

Richardson said they also expressed concern about an American detained in North Korea, and were told his health was good and that judicial proceedings would start soon. Pae Jun Ho, who is known as Kenneth Bae in his home state of Washington, is a 44-year-old tour operator of Korean descent who was arrested in November in the northern city of Rajin.

"The delegation's trip to North Korea was productive, was successful," Richardson said at the airport in Beijing, adding that the group was invited to return. "We do expect to go back."

There are no major U.S. firms operating in North Korea, which fought against the United States in the Korean War of the 1950s. The foes signed a truce in 1953 to end the fighting, but never a peace treaty, and the two countries still do not have diplomatic relations.

Even if Schmidt wasn't officially representing Google in North Korea, the company stands to benefit if the country's leadership loosens its Internet restrictions. For years, the Mountain View company has pushed for more accessible and affordable Internet connections and Web-surfing devices on the premise that its business ultimately will make more money if people spend more time online.

WEDNESDAY, Jan. 9 (HealthDay News) ? With no routine screening test currently available for uterine or ovarian cancer ? the latter of which is extremely lethal ? scientists have found promise in a new method that can detect both types using cervical fluid obtained during routine Pap tests.

A pilot study led by researchers at Johns Hopkins University?s Kimmel Cancer Center, in Baltimore, reports that DNA analysis of cervical fluid detected 100 percent of uterine cancers and 41 percent of ovarian cancers in a small group of women, with no false-positive results.

?This initial proof-of-concept pilot study really laid the groundwork to move forward,? said study author Dr. Luis Diaz, an associate professor of oncology. ?So many [disease indicator] tests out there lead to ambiguous results, which lead to a lot of anxiety in patients and unnecessary diagnostic tests and costs. I think this test offers the possibility of not only being an effective cancer screening test, but also one we can do without increasing the cost of health care.?

The study is published Jan. 9 in the journal Science Translational Medicine.

Since Pap tests were introduced in the 1940s, the incidence and death rate from cervical cancer ? the leading cause of cancer deaths among women a century ago ? have plummeted 75 percent, according to study background information. But deaths from ovarian and uterine cancers did not drop substantially in the same time period. More than 69,000 American women were diagnosed with these two gynecological cancers in 2012, with 15,000 expected to die of ovarian cancer and 8,000 of uterine (also called endometrial) cancer each year.

The new research relied on the so-called PapGene test, which sequences the genes of cancer-specific mutations involved in ovarian and endometrial cancers. ?Simple anatomy? explains why cervical fluid may contain more cells shed from the uterus instead of the ovaries, Diaz said, because ovaries are located farther up the reproductive tract and cells must first pass through the fallopian tubes.

Diaz and his colleagues applied the PapGene test to samples from ovarian and endometrial cancers of about 20 women with each type at Johns Hopkins and three other institutions, detecting both early and late-stage disease in both cancers tested.

The test ? which is years away from being available clinically ? would cost less than $100 and perhaps substantially less in several years after more research has been completed, Diaz said, adding that he?d like follow-up studies to include hundreds of women.

Another expert said the findings are ?exciting? and indicate that the test has potential.

?Ovarian cancer is really the cancer we have no way of screening for, and no early symptoms, so anything we can do to allow us to pick it up early is very exciting,? said Dr. Diana Contreras, director of gynecologic oncology at Long Island Jewish Medical Center in New Hyde Park, N.Y. ?And certainly a test that can be done easily and cheaply is very exciting.?

Abnormal bleeding in postmenopausal women is one way uterine cancer can be detected before reaching advanced stages. But ovarian cancer typically presents with vague symptoms easily mistaken for other conditions, making early detection extremely difficult.

Therefore, even a screening test detecting ovarian cancer 40 percent of the time it?s present ? especially with no false-positive results ? is superior to what?s available, Diaz and Contreras said.

?I think this study says the test has potential,? Contreras said. ?We must move forward with finding an answer, because ovarian cancer is so deadly.?

Former AP fashion editor Anderson dies at 91

(AP) ? Former Associated Press fashion editor and foreign correspondent Nadeane Walker Anderson, who interviewed legendary designers including Coco Chanel and Christian Dior while working in Paris, has died in Texas. She was 91.

Anderson, who used her maiden name Nadeane Walker as her byline, died of natural causes Monday in Austin, her daughter Jane Fredrick said late Tuesday.

Born in Canton, Texas, Anderson first entered journalism as a staff writer for the Fort Worth Star-Telegram after graduating from North Texas Teacher's College in 1942.

"Since they had so many reporters drafted, you know, I got an opportunity to do bigger stories, and I covered murder cases and all sorts of things and did very well in it," Anderson said in the 2009 interview. "They sent me to do a story on the Women's Army Corps, and of course I decided I wanted to join."

She enlisted in the Women's Army Corps and became a reporter with The Stars and Stripes newspaper's Paris Edition in 1945, according to an oral history she provided to the AP.

In 1946 she married AP correspondent Godfrey Anderson in Paris and joined the AP as the European fashion editor. She interviewed some of the biggest names in fashion at the time, including Chanel, Dior and Yves Lanvin ? who even named a dress after her.

"You had to come back and file your stories (after) we were served champagne ... off silver trays by waiters with white gloves, all day long, and I developed a great tolerance for champagne, I guess, because I never got too drunk to write my stories," she said.

She later became the London correspondent for the International Herald Tribune and worked as a freelance writer for a number of publications.

In 1970, she returned to Texas and joined the staff of the Dallas Times-Herald as a reporter. In 1978 she cooperated with a U.S. Department of Labor investigation into age and gender discrimination at the paper and was fired in 1979. In 1981, she joined a labor department lawsuit that led the paper to change its employment practices.

She continued to write for various publications until she retired and moved to Austin with her daughter. Her husband, a World War II correspondent for the AP who was taken prisoner in North Africa during his career, died in 1999.

Along with her daughter, Anderson is survived by her son, David.

MILWAUKEE (AP) ? Two jaguar cubs are providing more than just cooing fans for Milwaukee's zoo. The spotted brothers are introducing new genes to the endangered species' captive population because unlike most zoo babies, their father was born in the wild.

The blue-eyed cubs, born Nov. 13, don't officially have names just yet, but keepers at the Milwaukee County Zoo are calling them "Gaps" and "Dots," due to the markings on their heads.

Stacey Johnson, coordinator of the jaguar species survival plan for the American Zoo and Aquarium Association, said it is rare for zoos' reproductive programs to have access to animals born in the wild.

"They are bringing in a new inflow of genes that will help sustain the population over next 100 years," Johnson said.

He also noted that the cubs ? the first born at the zoo since 1975 ? are also beneficial because female jaguars currently outnumber males in zoos in North America.

The cubs, currently about the size of house cats, are still too small to navigate their multi-level exhibit, so they aren't yet on display. But fans can catch glimpses of the curious cubs and their mother on the zoo's live webcam.

Zoo officials plan to put the cubs on display by early February.

Their father, Pat, was captured in Central America after being deemed a problem jaguar for attacking cattle, so he was a bit of a celebrity at the Belize Zoo before coming to Milwaukee in 2008. The estimated 15-year-old animal also has a book named after him, "Pat the Great Cat: A Jaguars Journey," which was written by children in Milwaukee and Belize as part of a literacy program.

The cubs were the first for their mother, Stella.

The cubs will remain at the zoo for about a year before being moved to other zoos whose jaguars need genetic diversity, zoo spokeswoman Jennifer Diliberti said. Jaguars are found in the wild in the southern U.S., Mexico, Central America and South America.

The webcam has received about 16,000 hits since it went live Dec. 18. The average time spent on the webcam is about 25 minutes ? compared to 2 minutes on their home page, Diliberti said.

"People are really following their story, which is wonderful," she said.

EU court fines Italy for prison overcrowding

ROME (AP) ? A European court ruled Tuesday that Italy's woefully overcrowded prisons violate the basic rights of inmates, fined the government ?100,000 ($131,000) and ordered it to make changes within a year. The finding came three years after Italy's government recognized the problem itself but failed to pass legislation designed to correct it.

The European Court of Human Rights ruled on a case brought in 2009 by seven inmates in two separate prisons who complained that they each were forced to share a 9 square-meter (10.8-squard yard) cell with two other people, giving each inmate 3 square meters (3.6 square yards) of personal space. The men also said they didn't have regular hot water or lighting.

The Strasbourg-based court found that the conditions did indeed amount to a violation of the European Convention on Human Rights' prohibition against torture and human or degrading treatment. While saying there was no indication that Italy intended to humiliate the prisoners, the court found that the inmates' conditions subjected them to excessive hardships.

Italian Justice Minister Paola Severino, who had made reforming Italy's prison system a priority when she came into office a year ago, said she was "disheartened" but not surprised by the decision.

The Italian government in 2010 declared a state of emergency for its overcrowded prisons, calling for the creation of 47 prison annexes to boost capacity by more than 20,000 inmates and for legislation allowing house arrest as an alternative to prison for certain sentences.

The Italian prison rights group Antigone estimates that Italian prisons are currently at 142 percent capacity, with some individual prisons at 268 percent capacity.

The legislation, however, failed to pass in the Senate last year ? a point bitterly raised by Severino and Italian President Giorgio Napolitano, who in his end-of-the-year speech to lawmakers lamented their failure to act on such a critical issue.

In a statement Tuesday, Napolitano called the Strasbourg court's decision a "mortifying confirmation" of Italy's inability to guarantee its prisoners their most basic rights.

Severino, for her part, harshly criticized politicians for having "campaigned on the skin of inmates" and promised that she would continue battling so that Italian prison conditions "are worthy of a civilized country."

The court used what's known as a pilot judgment for the case ? a procedure used when there are many similar complaints before the court that enables it to not only determine if a violation has occurred but also to offer ways to address the root problem responsible for it. In the case of Italian prison overcrowding, there are several hundred complaints currently before the court.

The ruling will become final in three months unless either side seeks further examination by the court.

Once final, the court's rulings are binding on the 47 member states of the Council of Europe, the continent's human rights watchdog.

(AP) ? Many people who have tried Microsoft's new Windows 8 operating system without a touch screen have hated it because of the inability to use touch and swipe commands to get things going. Now, a company has made a digital pen to allow people to use Windows 8 on their old monitors for less than the cost of buying a new touch-enabled computer.

The device was unveiled this week at the International CES, an annual showcase in Las Vegas for the latest smartphones, tablet computers and other consumer-electronic devices.

WHAT IT IS: E Fun, a West Covina, Calif.-based company, has come out with the Apen Touch8, a cordless pen that works in tandem with an attachment that plugs into the Windows computer's USB port.

HOW IT WORKS: The attachment, which is really an infrared and ultrasonic receiver, clips magnetically to the side of the screen, which can be as large as 17 inches diagonally. The pen emits an infrared beam out of its tip. The receiver attachment sends the pen's signals to the computer, which interprets its precise location.

Pushing down on the pen results in a separate ultrasonic signal, which is equivalent to a touch screen sensing when you are touching it. Just like that, you can swipe and tap your way through Windows 8. The pen runs on a watch battery, which should last about 500 hours and is replaceable.

WHY IT'S HOT: Windows 8, Microsoft Corp.'s effort to make desktop and laptop computers work more like tablet computers, was released in October to mixed reviews. A major problem is the fact that many of the features require a touch-screen monitor to work, making the experience unpleasant for those with older machines. Apen Touch8 offers a way for those with older computers to experience the newer touch-based functions.

AVAILABILITY: The pen is to go on sale in North America by the end of March for $80.
